Rules: North Carolina Administrative Code (Title 21, Chapter 40): Opticians The Administrative Rules accessible by this link contain all the revisions effective in April 2011, and those effective September 1, 2012 and January 1, 2013. These revisions resulted from the 2010 review by the Board, the required comment-and-discussion period, and time allotted for final legislative review and activity.

3. Passage of Session Law 2016-117 gave the Board its first fee increases since 2004, after 3 years of requesting the increase and belt-tightening. The bill in its entirety is found at http://www.ncleg.net/Sessions/2015/Bills/House/PDF/H728v5.pdf.

The other items added into Session Law 2016-117 (re: changes to the training and exam processes) will be a bit trickier and will take some time for evaluation of how best to incorporate them into the profession, while maintaining the standards the Board has always held.
